Where do you mean? Mostly users' CSS is broken, because some of the code was updated.

To do transparency, personally, I add to the end of the hex to make it octadecimal (vocab may be wrong) instead of hexadecimal an it adds transparency, I have a table on chibidoll here to help choose your transparency. (See section Alpha % to # Table.) If you do rbg, that is even "easier."
